Question: 97 jeep wrangler has no top end power

I bought a wrangler with a 4'' lift and 32'' tires. it is a 5 spd and i rarely get to use 5th gear unless there's no wind or hills. when i shift to 5th, i struggle to keep the speed steady at 60-70 mph. it just wants to bog down. is this normal?
