Question: Prematurely Worn Lower Control Arms

I was informed that both lower control arms on my 2004 Toyota Sienna (2wd) were worn and needed to be replaced to pass PA State Safety inspection. The vehicle has 67,600 miles. The mechanic showed me the problem, which appeared to be chipped and cracked rubber mount points. To the community: Is this a frequently found defect?
It was two $130 parts and over $500 labor.

Those sound like just the bump stops to me or else the mounts are just rough on the ends. Find another mechanic immediately. 67K miles shouldn't show much wear on a control arm bushing, much less a 2004 model vehicle. Was your mini-van used as a offroad vehicle? I didn't think so. I think someone is trying to rip you off.
