Question: Rack spoiler noise?

Any quick fixes or suggestions? I've tried grommets on the four mounting points. But still get the flutter where it meets the roof at certain speeds. I know there's supposed to be a rubber gasket of sorts on the front. Mine appears to be gone. Will this fix it really?

I also see a clear film attached to the roof. I think this is where the spoiler is supposed to meet, but does not. Not sure why. Other than shrinkage, or just poor factory installation. Literally inches off.

I've since taken it off but want to put it back on as it's the signature of this vehicle. Any advice is greatly appreciated.
