Question: Why doesn't the fuel pump run longer?

I have a weber dual carb set-up that I have just rebuilt. The car was running on just the fuel pump in the tank, but it doesn't seem to be building up fuel pressure in the lines. Fuel pump only runs for maybe a second and shoots out a little fuel with the fuel line disconnected. I hooked up a new low pressure fuel pump to the electrical connections and it only runs for a second. Shouldn't it keep running? What is causing this?
